Alan P. Kemp, 73, of Indianapolis, passed away January 7, 2016. He was born August 26, 1942 in Newark, NJ to the late Morris and Marion Kemp. Alan married Linda Miller and she survives.Alan joined The Arc of Indiana, a statewide advocacy organization for people with intellectual and developmental disabilities, in 1976 as The Arc’s Director of Governmental Affairs. In that role, he championed people with I/DD and their families in the halls of the Indiana General Assembly. Key victories included legislation requiring newborn screening to detect disorders that, if treated, can prevent developmental disabilities; and legislation to prohibit local zoning ordinances from prohibiting the establishing of residential homes for people with I/DD. This lead the way to allow people with I/DD to live in communities throughout Indiana. Beginning In 1987, Alan led the effort to establish The Arc of Indiana Master Trust. As Trust Director, Alan set high standards for the trust, which has gone on to become the nation’s leading special needs trust, allowing families to leave funds for their loved ones and for people with disabilities to establish their own trust. He served as Trust Director until his retirement in 2004. In retirement, he spent his last years volunteering for SHIP helping people to make decisions related to Medicare. There will be no services.
